Jakarta, Petrominer – Dalam acara pembukaan Konvensi dan Pameran Indonesian Petroleum Association ke-43 Tahun 2019 (IPA Convex 2019) kemarin pagi, Rabu (4/9), Louise M. McKenzie tampil menyampaikan kata sambutan selaku Acting President of IPA.
Dengan lugas, Louise membacakan teks sambutan dalam bahasa Inggrisnya tersebut yang diawali dan diakhiri dalam bahasa Indonesia. Berikut kata sambutan selengkapnya:
“Suatu kehormatan bagi saya berdiri di sini memberikan ucapan selamat datang kepada Bapak Menteri ESDM, tamu undangan dan juga semua peserta IPA Convention dan Exhibition yang ke-empat puluh tiga.
Kehadiran Bapak Menteri adalah bukti perhatian pemerintah terhadap industri migas Indonesia.
IPA siap! meneruskan kolaborasi dengan pemerintah masyarakat Indonesia dan stakeholder lainnya guna bersama-sama menarik investasi dan meningkatkan produksi migas nasional! This year, the 43 rd IPA Convention and Exhibition is held with the theme of “Driving Exploration and Optimizing Existing Production for Long Term Energy Security”.
The theme couldn’t be more accurate in describing the current opportunities that all of us in this room must address. As Indonesia’s population and economy continue to grow, the demand for energy – in which oil and gas play a significant role – will also continue to grow. Affordable and plentiful energy is an absolute essential to economic development, it creates jobs and improves the welfare and quality of life for all people.
The opportunity is here, already Indonesia’s proven oil and gas reserves are globally significant. We know Indonesia is a geologically-attractive place to explore, and it was very pleasing to see the recent gas discovery by the Saka-kemang PSC which is a proof point. Did you know that half of the basins in Indonesia are yet to be explored? there is more we must do to locate and develop the necessary resources to fuel Indonesia’s economic growth…
Resource type, geology and technical risks are all important factors, as are the policy and fiscal environments. Not all projects are the same. Deepwater is different from onshore, conventional gas is different from coal bed methane and shale. Each requires a different approach including appropriately structured risk-reward fiscal terms it is good to see the ESDM Ministry recognize this and take action to design the gross split regime which aims to address the issue.
In the current global oil and gas environment, given the relatively lower prices, both countries and investors are in strong competition. Countries must compete globally to win foreign investment as the current global opportunities exceed the total available capital… And the investors still see strong competition to secure the best of these resources.
Both must make a choice as it is a long term commitment that is made and the success of a project is a joint responsibility that depends on know-how, technology and experience from the operating company and stable environment, efficient regulations and equitable fiscal terms from country.
IPA was pleased to see the recent announcements regarding the Masela Block POD approval, and the extension of Corridor PSC, our congratulations to all involved these are strong signals of investor confidence, and that the right balance of risk/reward for all can be achieved. Exciting progress!
Indeed, we have seen many recent accomplishments from the Government of Indonesia, through ease of business initiatives to pro-growth fiscal initiatives. We have also observed a greater focus on the energy sector and energy policy, this will help ensure Indonesia competes globally.
The recent focus on simplified permits and regulations, including the oil and gas data open access, by the Energy and Mineral Resources Ministry is another step in the right direction. Many of us in the room here have worked across the globe, and we know that that everywhere we go the industry in constant change, needing to evolve.
The IPA commits to continuously work with the Government to provide insights and input as well as to share our learnings globally to ensure we can maintain and further strengthen Indonesia’s competitiveness. We appreciate the government’s continued accessibility and willingness to listen and work with industry, maintaining this sense of partnership is critical if we are to jointly develop world class resource projects.
The industry milestones that I mentioned earlier perhaps show that we are turning the corner, we look forward to continuing to work together.
Now distinguished guests, ladies and gentlemen, let me tell you some more about this year’s IPA Convention and Exhibition.
Over the next three days we are targeting around 25,000 visitors from around the globe to attend, with around 1,700 full convention participants, and one hundred and nineteen exhibiting companies and agencies.
This year’s theme, “Driving Exploration and Optimizing Existing Production for Long Term Energy Security”, will be supported with various discussions, where we will hear the views of experts from Indonesia and around the world.
Three Technology Sessions will also be included this year to highlight the latest advances in our industry in the areas of artificial intelligence, data analytics and leadership development in addition to the Technical Program which will showcase the technical papers and posters submitted by professionals and students in Indonesia.
We also have the Convex Exhibition where you can view exhibits and speak to representatives from many operating and service companies from both Indonesia and the region.
In addition to supporting energy security, our industry also has profound impact in human capital, we develop very skilled and talented workforces across Indonesia. We are particularly excited about the energy and creativity that the millennials bring to the table. At this year’s Convex, we will hold a special session for the millennial generation, called the Jam Session, which will present speakers and relevant topics for this new generation.
I would also reflect that across Indonesia, our industry investments generate significant multiplier effects. In the areas of our operations we drive sustainable improvements to health, education and economic development. As an industry we are proud that our community, local entrepreneur and vendor programs have such profound impact on the communities in which we operate. We hope you also enjoy the examples of this you see as you tour the exhibition.

Finally, I would like to conclude this remark by expressing the IPA’s gratitude, for the support from all of our stakeholders in the upstream oil and gas industry, in ensuring Indonesia’s upstream industry remains attractive for investment needed to generate the large discoveries, which will ultimately increase the national oil and gas production. And to support the ongoing optimization of the resources we have already developed.
